When she had been told about Jason Todd, Steph thought he must have been an idiot, getting himself killed like that. She didn't want to be like him, and then she kinda was. That was when she knew he hadn't been an idiot, just passionate. He cared about something too much, and that got him killed. It wasn't his fault.

Steph held this belief even when she actually met Jason. She automatically decided Batman had a type, and that was why she never worked as Robin. Of course, even though she knew Jason was the black sheep for a reason, when Steph came back to Gotham, she couldn't help but be drawn to him.

It also didn't help, other than Tim, Steph really did have a thing for bad boys, and Jason fit that description perfectly.
